Dissertation Examination of Andrinof A. Chaniago

On Wednesday, 17 December2025, The Dissertation Defense for the Doctor of Research in Management (DRM) program of Andrinof A. Chaniago [2440127501], entitled “The Functions of Leadership, Learning Organization Culture, and Breadth of Experience in Building the 21st-Century Leadership Mindset among Talents in the State-Owned Banks of Indonesia,” was conducted at Auditorium, Anggrek Campus, Bina Nusantara University.

The Dissertation Defense was chaired by Prof. Dr. Harjanto Prabowo, M.M., and examined by Prof. Dr. Mts. Arief, M.M., M.B.A., CPM (Promoter); Dr. Ir. Sri Bramantoro Abdinagoro, M.B.A. (Co-Promoter II); and Prof. Nugroho J. Setiadi, S.E., M.M., Ph.D. (Co-Promoter III). The Board of Examiners also included Prof. Idris Gautama So, S.E., S.Kom., M.M., Ph.D. (Examiner I); Dr. Viany Utami Tjhin, S.Kom., M.M., M.Com.(IS), C.D.M.S. (Examiner II); and Prof. Dr. Hamdi Muluk (Examiner III).

Dissertation Summary

This study is situated within the theme of leadership development, which represents one of the most strategic sequences in both talent management and human capital management. In response to identified gaps in recent research developments, the study narrows its scope in accordance with its title, Leadership Functions, Learning Organizational Culture, and Breadth of Experience in Shaping 21st-Century Leadership Mindsets among Talents in Indonesian State-Owned Banking Enterprises.

A mixed-methods approach was employed, as the unit of analysis in this study is human beings—both as individuals and as social actors—who engage in self-development processes and interact with corporate leaders as well as with the organizational context itself. The literature review, as part of the overall qualitative inquiry, was conducted to consolidate and clarify the use of concepts and the categorization of determinant factors of leadership capability that are dispersed across 19 expert constructs and 14 types of modern leadership identified in the literature.

The central part of this manuscript presents the results of a survey analyzed through quantitative methods involving 244 respondents, specifically senior managers from two Indonesian state-owned banking enterprises. This is followed by further qualitative inquiry using data derived from observations, document analysis, and in-depth interviews.

Within the quantitative methodology, the study proposes 21st-Century Leadership Mindset as the dependent variable; Knowledge-Oriented Leadership and Breadth of Experience as independent variables; Learning Organizational Culture as a mediating variable; and Self-Development Initiative as a moderating variable. The results of the quantitative model testing using Structural Equation Modeling–Partial Least Squares (SEM-PLS) reveal a positive and significant influence of corporate leadership and learning organizational culture on the formation of a 21st-century leadership mindset. Meanwhile, the effect of breadth of experience on shaping a 21st-century leadership mindset is not evident, except when mediated by learning organizational culture.

This research proposes an alternative framework for grouping the determinants of 21st-century leadership capability as a conceptual contribution and introduces a new theory, termed the Circular Leadership Development Theory. These conceptual and theoretical recommendations are expected to contribute to both the advancement of leadership theory and the design of leadership development action programs in the 21st century.

Author Biography

Andrinof A. Chaniago has been a lecturer at the Department of Political Science, Faculty of Social and Political Sciences, Universitas Indonesia, since 2005. He teaches courses in Political Economy, Politics and Public Policy, as well as other subjects related to political economy and public policy. He is also actively engaged as a speaker and resource person in various national forums, including leadership and policy programs at the National Resilience Institute of the Republic of Indonesia (Lemhannas RI).

He earned his Bachelor’s degree in Political Science with a concentration in Political Economy from Universitas Indonesia and a Master’s degree in Planning and Public Policy from the Faculty of Economics and Business, Universitas Indonesia. In addition, he completed the National Development Courses at Fu Hsing Kang College, Taipei, Taiwan (2004), and has participated in several leadership short courses and training programs at IESE Business School, University of Navarra (Spain), the London School of Economics and Political Science (United Kingdom), and Harvard University Extension Program, Boston, Massachusetts, USA.

Beyond academia, Andrinof has held several prominent public and corporate leadership positions, including Minister of National Development Planning/Head of the National Development Planning Agency of the Republic of Indonesia (2014–2015), President Commissioner of Angkasa Pura I (2015–2017), President Commissioner of Bank Rakyat Indonesia (2017–2020), and Vice President Commissioner of Bank Mandiri (2020–2024).

He is the author of Gagalnya Pembangunan: Gagalnya Pembangunan: Membaca Ulang Keruntuhan Orde Baru dan 9 Alasan dan 8 Harapan Memindahkan Ibukota (with Dr. Jehansyah Siregar). He has also published numerous articles in books, academic journals, and mass media, including a recent article in the International Journal of Innovative Research and Scientific Studies. Furthermore, he founded the nonprofit think tank Tim Visi Indonesia 2033 and currently serves as Chair of the Board of Trustees of The Housing and Urban Development (HUD) Institute.

Since 2021, Andrinof has been pursuing a Doctoral Program in Management at the Doctor of Research in Management (DRM), BINUS University, with a research focus on Leadership Development, culminating in a dissertation on leadership functions, learning organizational culture, and breadth of experience in shaping 21st-century leadership mindsets among talents in Indonesian state-owned banks.
