Dissertation Examination of Ikhsan A. Fattah

On Friday, 26 August 2025, the Dissertation Defense for the Doctor of Research in Management (DRM) program of Ikhsan A. Fattah [2540136122], entitled “The Influence of Data-Driven Culture, Big Data Literacy, and Knowledge Management in Business Analytics Capabilities on Decision-Making Performance Moderated by Social Capital: A Study at the Ministry of Finance in Indonesia,” was conducted at the Alam Sutera Campus, Bina Nusantara University.

The dissertation examination was chaired by Prof. Dr. Ir. Harjanto Prabowo, M.M. (Promotor) and attended by the team of promotors and examiners. The promotors consisted of Dr. Viany Utami Tjhin, S.Kom., M.M., CDMS (Co-Promotor I) and Dr. Rano Kartono, B.I.T., M.Buss (MIS), CERA (Co-Promotor II). The board of examiners comprised Prof. Dezie Leonarda Warganegara, Ph.D. (Examiner I), Prof. Dr. Ir. Yohannes Kurniawan, S.Kom., S.E., MMSI (Examiner II), and Dr. Toto Alfin Atmojo, S.Kom., M.Kom., M.Si., MBA, CISSP, CISA (Examiner III).

Dissertation Summary

In his dissertation, the Promovendus highlights that in the era of digital transformation, an organization’s ability to strategically leverage data has become a key factor in enhancing decision-making performance. By integrating various theoretical perspectives — including strategic management theory, social capital theory, the resource-based view, the competence-based view, and the knowledge-based view — this research provides a comprehensive framework for understanding how cultural, literacy, and knowledge management factors interact to shape business analytics capabilities within the public sector. The findings reveal that data-driven culture, big data literacy, and knowledge management have a positive influence on business analytics capabilities, emphasizing the importance of a strong organizational foundation in managing data and information.

However, only big data literacy was found to have a direct and significant impact on decision-making performance, indicating that the ability of individuals and organizations to understand and interpret data is a crucial prerequisite for effective decision-making. Furthermore, business analytics capabilities were identified as a key mediating factor linking data-driven culture, big data literacy, and knowledge management to decision-making performance.

Additionally, the study demonstrates that social capital plays a significant moderating role in strengthening the relationship between business analytics capabilities and decision-making performance. This finding underscores that social interaction, trust, and collaborative networks within public organizations enhance the implementation of more accurate and impactful analytical solutions. Thus, social capital emerges as an essential supporting element in fostering an environment conducive to more effective data-driven decision-making.

Overall, this research provides valuable theoretical and practical contributions to understanding how organizational and social factors influence the effectiveness of business analytics in the public sector. The implications are not only relevant for the development of policies and managerial strategies in government institutions but also open avenues for future research on data management and analytics dynamics in the context of digital governance.

 

Author Biography

Ikhsan A. Fattah is a Civil Servant at the Ministry of Finance of the Republic of Indonesia. He obtained a Diploma I in State Treasury from the State College of Accountancy (STAN) in 1999, followed by a Bachelor of Economics in Accounting from Halu Oleo University in 2005. He earned a Master of Science in Accounting from Hasanuddin University in 2010 and completed the Professional Accounting Education Program (PPAk) at the same university in 2011. Since 2016, he has been an active member of the Indonesian Institute of Accountants (IAI), Jakarta Chapter.

 

During his doctoral studies at Bina Nusantara University, he presented papers at the International Conference on Technology Innovative Educational and Multidisciplinary Research (ICTEMR) 2023, the International Business Scholars Symposium (IBSS) 2024, and participated in the 9th Binus Doctoral Progress Review (BDPR) held in Penang, Malaysia. Since 2023, he has also actively served as a reviewer for several manuscripts submitted to reputable Scopus-indexed publishers, including Elsevier, Emerald, and Taylor & Francis.
