Abstract

This study investigates the determinants of electric vehicle (EV) adoption in Jakarta, Bogor, Depok, Tangerang and Bekasi (Jabodetabek) Indonesia, utilizing an extended Theory of Planned Behavior (TPB) framework. Despite rapid growth in New Energy Vehicle sales with electric. This research examines how Infrastructure Readiness, Government Policy, and Range Anxiety influence consumer attitudes and perceived behavioral control, ultimately affecting purchase intentions. Data were collected from 415 respondents in the Jabodetabek region through online surveys and analyzed using Partial Least Squares Structural Equation Modeling (PLS- SEM). The results show that infrastructure and policy factors are mediated indirectly by psychological factors, as they do not directly influence purchase intentions. This study contributes to the body of literature on sustainable transportation in emerging markets and provides valuable insights to policymakers and stakeholders on how to fast-track EV adoption in Indonesia to achieve its target of net-zero emissions by 2060. © 2026 IEEE.
